Dear Friends,
 
The fight for immigrant and refugee rights continues to intensify in every passing day of this administration. New anti-immigrant policies are being introduced that aim to close the door on immigrants from particular countries, non-white groups, and people of lower socioeconomic status.
 
With the latest public charge proposal, immigrants are not only being shamed, but could be ultimately penalized for receiving public benefits by barring them from obtaining legal status. We encourage you to stay informed by following us on Facebook, Twitter and Instagram, as things are changing on a daily basis.
 
Meanwhile, there are still thousands of children in detention centers throughout the country waiting to be returned to their parents. Recent news coverage alludes to the possibility of families never being reunited, as children may be lost to adoption. Let’s not forget the permanent psychological damage being inflicted on these innocent children.
 
The cruelty and injustice that we are witnessing are unfathomable. We ask you to join us in our relentless efforts to resist and stop these atrocities.

CENTRAL VALLEY VOTER OUTREACH CAMPAIGN

There is much to be excited and hopeful about when it comes to our new generation of young voters. SIREN’s Central Valley Civic Engagement team has been visiting high schools, colleges, universities and shopping centers to register and pre-register 15,000 new voters (16 years and older) this year. Our team has been answering questions about the process of voting and encouraging young people to take a stand on issues that matter to them.
 
“The future is bright as we look to our next generation of young, progressive voters. However, we must mobilize and empower them with the knowledge and confidence to stand up and believe that their vote matters,” said Josefa Vega, SIREN’s Civic Engagement Associate.
 
If you would like to volunteer and/or support our voter registration efforts and “get the vote out” to 80,000 voters throughout Northern California and the Central Valley, please contact us at info@siren-bayarea.org. We will be walking precincts, making phone calls, and pushing hard through November 6, 2018.

SIREN is pleased to announce its new Director of Operations, Nazaneen Khalilnaji-Otto!

Nazaneen joined the team to provide administrative oversight and support to our fast-growing organization. She is excited to be a new member of the SIREN team, standing up and fighting for the rights and dignity of all people, regardless of where they were born.
 

Prior to joining SIREN, Nazaneen worked at the Partnership for Children and Youth as the Summer Matters Campaign Director, supporting the campaign’s partnerships, events, outreach and communications. Nazaneen worked in education for 20 years, from being a classroom teacher to a program director of out-of-school programs. She earned her Masters of Science in Education from the University of Pennsylvania, and holds a Bachelor of Arts degree from The Evergreen State College.

“Having previously been a long time volunteer with SIREN, I am pleased to join the team as SIREN’s Central Valley Civic Engagement Associate. I was born in Stockton, California to an immigrant father from Jalisco, México. I am the youngest child in my family and the first to graduate from a university.
 
Growing up in Fresno, I witnessed the abuses sustained by my father at the hands of employers that exploited his status. Experiencing second-hand discrimination and its effects on my father’s health, I immersed myself in politics and philosophy. While in high school I became involved with social justice groups and in the community. The combination of these activities developed my passion to advocate for immigrant rights.
 
Through SIREN, I have learned that the law isn’t merely a means of criminalization or a vehicle of corruption. The law can be used as an instrument in the fight for immigrant rights and advocacy.”

SIREN will be celebrating 32 years of building immigrant and refugee power in our community on Friday, April 26th at the Mexican Heritage Plaza in San Jose, California.

We also offer in-house and mobile monthly DACA clinics and Citizenship assistance clinics and free monthly asylum clinics at our Central Valley Office.

La lucha por los derechos de los inmigrantes y los refugiados continúa intensificando cada día en este gobierno. Se están introduciendo nuevas políticas contra los inmigrantes que apuntan a cerrar la puerta a los inmigrantes de países particulares, grupos no blancos y personas de estatus socioeconómico bajo.

CAMPAÑA DE ALCANCE PARA VOTANTES DEL VALLE CENTRAL

Hay mucho de qué entusiasmarse y tener esperanzas cuando se trata de nuestra nueva generación de votantes jóvenes. El equipo de Participación Cívica del Valle Central de SIREN ha estado visitando escuelas secundarias, colegios, universidades y centros comerciales para registrar y pre-registrar a 15,000 nuevos votantes (16 años y más) este año. Nuestro equipo ha estado respondiendo a preguntas sobre el proceso de votación y alentando a los jóvenes a tomar una posición sobre los temas que les interesan.
 
“El futuro es brillante cuando miramos a nuestra próxima generación de votantes jóvenes y progresistas. Sin embargo, debemos movilizarlos y empoderarlos con el conocimiento y la confianza para defender y creer que su voto es importante," dijo Josefa Vega, Asociada de Participación Cívica de SIREN.

Los niños inmigrantes y refugiados merecen estar libres de detención // Immigrant and refugee children deserve to be free from jail

La Administración Trump está tratando de cambiar las reglas que aseguran que los niños inmigrantes y refugiados bajo custodia del gobierno sean tratados humanamente y liberados rápidamente. Seguridad Nacional quiere encarcelar a niños en centros de detención inhumanos hasta que se resuelva su caso de inmigración. Nuestro sistema de inmigración roto sigue devaluando las vidas de los niños inmigrantes y refugiados.

Hoy debemos enfrentarnos al odio y al racismo en la defensa de los derechos de todos los niños inmigrantes y refugiados.

Services, Immigrant Rights, and Education Network (SIREN) Condemns Trump’s Proposed Rules Attacking Low-Income Immigrants 

Community members and allies urged to submit public comment

Today, the Trump Administration officially published its proposed rule to drastically limit the ability for immigrants to get a green card or change their visas, particularly those who are low-income or use various public benefits. The proposed rule would expand the definition of “public charge” to factor in use of various public benefits such as food and nutrition assistance, certain health care benefits, and housing and rental assistance. It would also expand factors that could weigh negatively in public charge determinations including being low-income, applying for an immigration application fee waiver, limited English proficient or having certain health conditions, among others. If approved, this could be heavily considered when denying an individual a green card. It is important to note that this rule has not yet gone into effect and immigrants who are currently eligible for those programs can continue to use them. The public has an opportunity to comment opposing these rules until December 10.

The following is a statement from Maricela Gutiérrez, Executive Director of Services, Immigrant Rights, and Education Network (SIREN):

“It is unconscionable that the Trump Administration is proposing to punish low-income immigrant communities by essentially forcing them to choose between getting support with health care, food, and housing and getting a green card. Getting help to simply survive should not be a factor in whether someone can get permanent residency. It is important for the community to know that this rule is not yet adopted or in effect. Right now, we have the opportunity to fight it. We urge immigrant community members, organizations, businesses, elected officials, and allies to submit public comment by December 10 opposing this proposed rule.”

Individuals can sign up to submit their own public comment and will receive sample messages and resources. Help support our efforts to reach as many community members as possible so they can submit their comment opposing this rule by making a donation to SIREN today.

Miembros de la comunidad y aliados instados a presentar comentarios públicos

Hoy, la Administración de Trump publicó oficialmente su regla propuesta para limitar drásticamente la capacidad de los inmigrantes para obtener una tarjeta verde o cambiar sus visas, en particular aquellos que tienen bajos ingresos o usan diversos beneficios públicos. La norma propuesta ampliaría la definición de "cargo público" para tener en cuenta el uso de diversos beneficios públicos, como asistencia alimentaria y nutricional, ciertos beneficios de atención médica y asistencia para vivienda y alquiler. También expandiría los factores que podrían influir negativamente en las determinaciones de cargos públicos, entre los que se incluyen bajos ingresos, un dominio limitado del inglés o ciertas condiciones de salud, entre otras. Services, Immigrant Rights, and Education Network (SIREN) Condemns Trump Proposal on Public Charge and Prepares to Submit Public Comment 

Over the weekend, the Department of Homeland Security (DHS) announced its proposal to drastically limit the ability for low-income immigrants to get a green card. The new proposed rule would expand the definition of “public charge” to include non-cash public benefits for food and nutrition assistance, certain health care benefits, and housing and rental assistance. The use of these benefits moving forward could be heavily factored into denying an individual a green card. It is important to note that this rule has not yet gone into effect and immigrants who are currently eligible for those programs can continue to use them. It would not apply to certain categories of individuals, including refugees, asylees, and survivors of domestic violence, seeking a green card.

The following is a statement from Maricela Gutiérrez, Executive Director of Services, Immigrant Rights, and Education Network (SIREN):

“The expansion of public charge is clearly designed to punish communities of color who rely upon these safety net resources to survive. If this rule were adopted, working class immigrants and their families could be denied the opportunity to get a green card simply because they need to put food on their table, a roof over their head, or get life-saving health care. Health, food, and housing are basic human rights and no one needs to choose between these basic needs and being reunited with their family. This proposed rule is yet another attack on immigrants and their families orchestrated by Trump and the xenophobic forces within his Administration. This rule is not yet in effect and we have the opportunity to fight it - which is exactly what SIREN will be doing to ensure that everyone has a chance to get a green card, regardless of where they come from or how much money they make.”

After the final proposed rule is released, SIREN will join partners across the country urging community members and allies to submit public comment demanding that the definition of public charge not be expanded.

La nueva regla propuesta ampliaría la definición de "carga pública" para incluir beneficios públicos no monetarios para asistencia alimentaria y nutricional, ciertos beneficios de atención médica y asistencia para vivienda y alquiler. Si se adopta esta regla, a los inmigrantes de la clase trabajadora y sus familias se les podría negar la oportunidad de obtener una tarjeta verde simplemente porque necesitan poner comida en su mesa, un techo sobre su cabeza o recibir atención médica que salve vidas. La salud, los alimentos y la vivienda son derechos humanos básicos y nadie tiene que elegir entre estas necesidades básicas y reunirse con su familia. Esta regla propuesta es otro ataque a los inmigrantes y sus familias orquestado por Trump y las fuerzas xenófobas dentro de su administración. Esta regla aún no está en vigencia y tenemos la oportunidad de luchar contra ella, que es exactamente lo que SIREN hará para garantizar que todos tengan la oportunidad de obtener una tarjeta verde, independientemente de dónde vengan o cuánto dinero ganen. "

Después de que se publique la regla final propuesta, SIREN se unirá a socios en todo el país para instar a los miembros de la comunidad y a sus aliados a enviar comentarios públicos exigiendo que no se amplíe la definición de carga pública.

SIREN CELEBRA LA EXPANSIÓN Y LA NUEVA OFICINA EN EL VALLE CENTRAL 

Durante los últimos dos años y medio, SIREN ha estado construyendo en el Valle Central. Hemos hecho esfuerzo para conocer a socios locales, mantener clínicas legales móviles gratuitas, movilizar votantes y lanzar campañas de defensa para construir el poder de inmigrantes y refugiados.
 
A principios de este año SIREN plantó sus raíces al abrir una oficina en Fresno, CA y el més pasado celebramos una gran apertura y celebración. SIREN tuvo el honor de unirse con cientos de miembros de la comunidad y dignatarios locales, líderes de SIREN conmemorado este momento especial. La ceremonia comenzó con bailarines aztecas tradicionales méxica, seguidos con palabras del compromiso inquebrantable para empoderar inmigrantes y refugiados por la directora ejecutiva de SIREN Maricela Gutiérrez junto con el presidente Tomas Margain y otros líderes prominentes.
 
"A través de servicios legales, organización comunitaria, compromiso cívico y abogacía política, estamos luchando por un mañana mejor que esté a la altura de los valores de SIREN -  justicia, igualdad y liberación para todos. Dedicamos nuestro gran evento de inauguración a comunidades de inmigrantes y refugiados que residen en el Valle Central, y celebran su muchas contribuciones valiosas," dijo Maricela Gutiérrez.
 
La gran apertura consistió también en un festival comunitario en honor de inmigrantes y refugiados, que ofrece recursos comunitarios gratuitos, que incluyen consultas de asilo, exámenes de salud gratuitos, regalos y premios, comida tradicional, música cultural y bailes y actuaciones tradicionales.

SIREN CELEBRATES EXPANSION AND NEW CENTRAL VALLEY OFFICE
 

For the past two and a half years SIREN has been building in the Central Valley by getting to know local partners, holding free mobile legal clinics, mobilizing voters and launching advocacy campaigns to build the power of immigrants and refugees. Earlier this year, SIREN planted its roots by opening an office in Fresno, and this past month held a grand opening and celebration. SIREN was honored to be joined by hundreds of members of the community and local dignitaries. SIREN leaders memorialized this special moment with a ceremony opened by traditional Aztec Mexica dancers, followed by words of unwavering commitment to empowering immigrants and refugees by SIREN's Executive Director Maricela Gutiérrez, Board President Tomas Margain and other prominent leaders. 

"Through legal services, community organizing, civic engagement and policy advocacy, we are fighting for a better tomorrow that lives up to SIREN's values of justice, equality and liberation for all. We dedicated our grand opening event to immigrant and refugee communities residing in the Central Valley, and celebrate their many valuable contributions," said Maricela Gutiérrez

The grand opening consisted also of a community festival in honor of immigrants and refugees, featuring free community resources, including asylum consultations, free health screenings, giveaways and prizes, traditional food, cultural music and traditional dances and performances.

LOS LÍDERES DE LAS BASES INTERGENERACIONALES Y MULTIRACIALES DE SIREN EXIGEN JUSTICIA
 

Despues de un verano de terror por parte de la administración Trump contra familias inmigrantes, SIREN organizó una manifestación en la Alcaldía de San José el 29 de agosto de 2018 para exigir políticas de inmigración. El evento contó con oradores que se vieron directamente afectados por la separación y la detención familiar, líderes de fe, beneficiarios de DACA y visuales poderosas que describieron el terror y los actos inhumanos de la aplicación de ICE.
 
"Debemos luchar contra la crueldad y los actos de odio de esta administración. No podemos olvidarnos de los cientos y miles en los centros de detención, las familias que han sido destrozadas o los Dreamers que todavía están en el limbo. Debemos continuar oponiéndonos a la injusticia," dijo Katiuska Pimentel, organizadora comunitaria de SIREN.
 
Los activistas de SIREN continuarán luchando por (1) la abolición de ICE, (2) la protección de los beneficiarios de DACA, y (3) una ley DREAM limpia (Clean DREAM Act), ya que el Congreso no ha logrado proteger las vidas de los inmigrantes o promulgar soluciones legislativas.

SIREN’S INTERGENERATIONAL & MULTIRACIAL GRASSROOTS LEADERS DEMAND JUSTICE

In the wake of a summer of terror from the Trump Administration against immigrant families, SIREN organized a rally at San Jose City Hall on August 29, 2018 to make demands regarding immigration policies. The event featured speakers who have been directly impacted by family separation and detention, faith leaders, DACA recipients, and powerful visuals that depicted the terror and inhumane acts of ICE enforcement.
 
“We must fight against the cruelty and hateful acts of this administration. We cannot forget the hundreds and thousands in detention centers, the families who have been ripped apart, or the Dreamers who are still in limbo. We must continue to stand up against injustice,” said Katiuska Pimentel, SIREN Community Organizer.
 
SIREN activists will continue to fight for (1) the abolishment of ICE, (2) protection of DACA recipients, and (3) a Clean DREAM Act, as Congress has failed to protect immigrant lives or to enact legislative solutions.

LANZAMIENTO DE LA CAMPAÑA DE PARTICIPACIÓN DEL VOTANTE
 

El 6 de septiembre de 2018, SIREN lanzó su campaña de participación electoral para alentar a los votantes inmigrantes y jóvenes a participar en las próximas elecciones del 6 de noviembre.
 
La campaña titulada, "Votar para ganar," tiene como objetivo contactar a más de 30,000 votantes inmigrantes y jóvenes vietnamitas, latinos e hindi a través de una banca telefónica y mensajes de texto en el norte de California y el Valle Central para enviarlos a las urnas.
 
"Los inmigrantes y los jóvenes tienen el poder de cambiar el panorama político en nuestro estado y nuestra región," dijo el Director de Participación Cívica, Jeremy Barousse. "Este es el momento de aprovechar su poder en las urnas y crear una California acogedora donde todos puedan vivir una vida digna y respetuosa."

LAUNCH OF VOTER ENGAGEMENT CAMPAIGN
 

On September 6, 2018, SIREN launched its voter engagement campaign to encourage immigrant and youth voters to participate in the upcoming November 6th election.
 
The campaign entitled, “Votar para Ganar/Vote to Win,” aims to contact over 30,000 Vietnamese, Latino, and Hindi immigrant and youth voters through phone banking and text in Northern California and the Central Valley to turn them out to the polls.
 
“Immigrants and youth have the power to shift the political landscape in our state and our region,” said Director of Civic Engagement, Jeremy Barousse.  “This is the moment to harness their power at the polls and to create a welcoming California where everyone can live a life with dignity and respect.”

NUEVAS CARAS EN SIREN
 

Nos gustaría darle la bienvenida a la becaria de SIREN Fresno, Vanessa Magaña. Ella es una estudiante de Fresno State University. Su objetivo es convertirse en agente de libertad condicional juvenil y ayudar a los jóvenes involucrados en el sistema de justicia juvenil a realizar una transición exitosa a sus comunidades. Ella nació y creció en Fresno, California y es la más joven de cuatro. "He sido voluntario de SIREN durante el año pasado y estoy emocionada de tener un papel más importante como miembro de Community Engagement. Me concentraré en el alcance de la comunidad y en la participación de las poblaciones de inmigrantes y refugiados que residen en el Valle Central. Aprecio todo el trabajo que SIREN hace y estoy muy feliz de participar."
 
Jesús Martínez, Esq. es una nueva incorporación al equipo legal de SIREN. Mientras estaba en la escuela de leyes, Jesús se inscribió concurrentemente en una clase de derecho de inmigración mientras trabajaba para una oficina legal privada que practica defensa penal e inmigración. Jesús obtuvo su título de abogado de la California Western School of Law. Recibió su título de pregrado de California State University, Bakersfield, donde se especializó en ciencias políticas y se especializó en filosofía. Jesús es el hijo orgulloso de inmigrantes mexicanos y trabajadores agrícolas. Proviniendo de Hanford, California, Jesús busca ayudar a los inmigrantes y refugiados en el Valle Central con sus necesidades de inmigración.

NEW FACES AT SIREN

We would like to welcome SIREN Fresno Fellow Vanessa Magaña. She is a Fresno State University student. Her goal is to become a juvenile probation officer and to help youth involved with the juvenile justice system to transition successfully into their communities. She was born and raised in Fresno, California and is the youngest of four. “I have been a SIREN volunteer for the past year and I am excited to be playing a larger role as their Community Engagement Fellow. I will be focused on community outreach and engaging the immigrant and refugee populations that reside in the Central Valley. I appreciate all the work that SIREN does and am so happy to be involved.”
 
Jesus Martinez, Esq. is a new addition to the SIREN legal team. While in law school, Jesus was concurrently enrolled in an immigration law class while working for a private criminal defense and immigration law practice. Jesus earned his law degree from California Western School of Law. He received his undergraduate degree from California State University, Bakersfield, where he majored in political science and minored in philosophy. Jesus is the proud son of Mexican immigrant farm workers. Having grown up in Hanford, California, Jesus seeks to aid immigrants and refugees in the Central Valley with their immigration needs.
